Thursday is October 1, and for a lot of counters in Virginia and South Carolina that date is a hard line: a new state permit in one, a brand-new tax in the other. Meanwhile, the premium cigar business is doing what it does best in a noisy year. It is holding steady, loading up the holiday pipeline, and handing out big scores.
This week: where each of our four states stands on October 1, what the first-half import numbers say about where your cigars come from, a 94-point score for a cigar that is already in Big Distro's catalog, and the holiday releases and trade dates to plan around.
October 1 Arrives: Where Your State Stands
Virginia: the clock is the issue. Virginia ABC says it expects to issue permits within 20 to 30 days of receiving an online application, and paper applications take longer. Selling covered products without a permit after October 1 can bring misdemeanor charges. The permit covers stores that sell cigarettes, vapor products, heated tobacco, chew, snuff or snus, so a convenience store that sells cigarillos next to cigarettes needs one, while a shop that sells only cigars and pipe tobacco does not. Permits approved before October 1 expire September 30, 2027, and ABC says the renewal fee is yet to be determined. Also on October 1, Virginia Tax says licensing for liquid nicotine and vapor products moves to Virginia ABC. If you have not applied and are not sure where you stand, call Virginia ABC now. South Carolina: a new tax on the first seller. SCDOR opened vapor tax registration in MyDORWAY on September 24, and collection starts October 1. Retailers, wholesalers, distributors and manufacturers can all owe it, depending on who first sells the product in the state. The same law (Act 234) adds a heat-not-burn tax of 21.375 mills per stick. The first vapor return, for October, is due November 20.
Washington. The Wall Street Journal reported on September 23 that FDA plans to overhaul its premarket review process (PMTA) to simplify requirements and speed decisions, according to Nicotine Insider. FDA had not announced anything as of September 24, and the reports cover e-cigarettes, nicotine pouches and other non-combustible products, not cigars. On trade, USTR issued no new actions touching cigars this week, so the 12.5% tariff on Dominican and Nicaraguan goods and 10% on Honduras still stand (see our tariff timeline). Customs opens the next phase of its IEEPA tariff refund system on October 6, but refunds go to importers of record, not to distributors or shops.
Half-Year Imports Hold at 199.5 Million, and Honduras Is Closing In
U.S. imports of handmade cigars reached 199.5 million in the first half of 2026, against 200.5 million a year earlier, according to Cigar Association of America figures reported by Cigar Aficionado. Demand is flat, which in this market means steady.
The story is underneath. Nicaragua still ships six of every ten premium cigars. The Dominican Republic fell 7.7% and Honduras rose 10%. Honduras outshipped the Dominican Republic in the first quarter, but over the full half the Dominican Republic stayed narrowly ahead.
Half a million cigars now separate the Dominican Republic and Honduras.
So what for your shop? Honduras also carries the lowest of the three tariff rates (10%, versus 12.5% for the other two). If your humidor leans heavily Dominican, strong Honduran lines are worth a look when you rebalance for the holidays.
Plasencia's Alma del Cielo Celeste Hits 94

The Plasencia Alma del Cielo Celeste robusto earned 94 points from Cigar Aficionado, the highest score among the standouts from its July/August tasting, where 44 of 72 cigars scored 90 or better. The magazine put it first in its September 21 roundup, 13 Fantastic Cigars You Should Be Smoking Now. Tasters describe a layered, medium-full smoke that opens with rich caramel sweetness and coffee-bean notes, then moves into earth, cinnamon, honey and candied pecan. The listed price is $26.99.

Four Holiday Arrivals for the Humidor
The holiday pipeline is filling. These U.S. releases were announced in the past week and ship in October, just in time to build gift displays.

Premium gift accessories sell best when they sit next to the cigars they go with. A small holiday display of cutters, lighters and cases at the humidor door lifts the average ticket in November and December.
